Job Description Summary
The Texas Water Development Board is a data driven agency with highly motivated and engaged employees. Our agency mission is to lead the state in ensuring a safe water future for Texas. Currently, we seek a talented Data Services Analyst for our Data Services Department. As a Data Services Analyst, deliver quality reporting and business intelligence solutions to the agency, assist client teams with drawing insights into making informed data-driven decisions, and performs complex journey-level data analysis and data research work. Work includes participating in all aspects of the data management lifecycle, identifying and assessing requirements, researching, collecting, processing, storing and securing, using, sharing and communicating, archiving, reusing and repurposing data. May provide training to others. Performs under general supervision with moderate latitude for the use of initiative and independent judgment. Reports to the Manager of the Data Services Department.
Essential Job Functions
Performs computational analysis using Snowflake, Python, MS SQL Server and Power BI.
Extracts and analyzes data from specific applications, systems and/or databases to create reports and provide recommendations based on the analysis of the data.
Works directly with the user community and business analysts to define and document data requirements for data integration and business intelligence applications.
Leads the solutions life cycle from requirements elicitation, design, ETL development, testing, deployment, and support for the data and analytics.
Creates the data flow diagrams, processed models, and integrated models across different functional areas and platforms.
Collaborates with critical stakeholders on the design and implementation of data APIs and data collection and delivery.
Leads quality control and databases audits
Solves problems in data; analyzes system changes for quality.
Show evidence of effective communication and presentation skills to diversified audiences, technical to business stakeholders.
Collaborate on the Data Governance program.
Examine and rectify data anomalies across platforms and applications, such as definition, format, and function discrepancies.
Identify gaps, errors, anomalies, inconsistencies, and redundancies in data by analyzing its content, structure, and relationships.
Coordinate an analysis of the policies and procedures in programs to establish their impact on automated systems and functional areas of systems.
It identifies opportunities for process improvements through automation and helps in proposing ideas about new systems.
It ensures effective defect management processes along with root cause analysis and resolution processes.
Assistance in setting technical direction for the team, it analyses data according to the usual statistical tools, methods and techniques.
Designs stored procedures and performance optimization techniques
Assistance in defining, developing and implementing data standards.
Develop systems and strategies that optimize efficiency and quality for M/L, AI algorithms.
Maintain confidential and sensitive information.
Ensure individual and team files (electronic and hard versions) are properly maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
May be required to operate a state or personal vehicle for business.

Requirements
Must graduate from a recognized four year college or university with bachelor’s degree and preferred in field such as data science, Business Analytics, computer science, Information science, IT or related studies
Four years of hands on experience in implementing data solutions; Data warehouse and/or data analytics end-to-end reporting and providing insights.
At least two years experience with the Snowflake Cloud Platform.
Ability/interest to come into the downtown Austin office at least one time per week, and as otherwise required by a manager’s need.
Relevant education and work experience may be substituted for one another on an equivalent year-to-year basis.
Preferred Qualifications
ETL pipeline development skills in Python, cloud-based data technologies, particularly including AWS, and Snowflake;
Data API or Master Data Management;
Candidates currently in or willing to relocate to the Austin Metro area.
Knowledge, Skills, and Abilities (KSAs)
Knowledge of local, state, and federal laws and regulations relevant to Data Services Department.
Knowledge of the principles and practices of public administration.
Knowledge of Windows Server 2012/2016/2019.
Knowledge of data modeling concepts (star schema, snowflake, denormalization, M/R/HOLAP).
Knowledge of project management and software development lifecycle.
Knowledge of features and limitations of current Internet/Intranet web development technologies including.NET, C#, VBScript, and JavaScript.
Proficiency in use of Microsoft Office programs such as Word, Excel, and Access.
Proficiency in use of internet, email, word processing, spreadsheet, presentation, and database software.
Ability to respect work schedules and follow procedures for leave and timely submission of timesheets.
Ability to make mature, objective decisions and identify potential problem areas.
Ability to perform the changes that result due to shifts in scope and character of work or work surroundings effectively and happily
Ability to successfully and independently fulfill routine and nonroutine tasks on a correct and prompt schedule with least guidance.
Capability of performing his duty and ability for improvement of the work practice or output.

Ability to manage multiple tasks.
Ability to stand/sit/move to perform activities such as retrieve/replace files in a large file system for boxes up to 30 lbs.
Ability and willingness to travel 5% of the time, primarily within the State of Texas.
Ability to operate a vehicle (state or personal) for state business and maintain a driver’s license and driving record that complies with state and agency requirements.
Ability to shifts that may exceed 8 hours, including early mornings, nights, and weekends.
Ability to train others.
